OSS RBA System Transformation: Key Changes Under GR No. 28/2025

Effective 5 October 2025, the Indonesian government has implemented significant updates to the Online Single Submission Risk-Based Approach (OSS RBA) system. Governed by Government Regulation (GR) No. 28/2025, these changes represent a major milestone in enhancing the national investment climate by aligning regulatory frameworks with modern business practices.

The transformation aims to ensure regulatory certainty, streamline administrative hurdles, and restructure the licensing framework for better efficiency and transparency.


What’s New in the OSS RBA System?

The updated system introduces three core structural changes designed to improve responsiveness:

  • Service Level Agreement (SLA): To prevent administrative stagnation, the system now provides specific timeframes for licensing completion. If an authority fails to process an application within the SLA, the system allows the applicant to proceed to the next stage automatically. This applies to basic requirements such as KKPR, Environmental Approval, PBG, and SLF.
  • Restructured Licensing Procedures: The process is now more clearly divided into two distinct phases: the Business Initiation Stage and the Business Operation Stage.
  • Partnership Subsystem: A new feature that enables corporations to explore partnership opportunities and fulfill mandatory cooperation requirements with Cooperatives and MSMEs.

Since the enactment of GR No. 28/2025, several specific business sectors are now officially processed through the OSS RBA system:
